Bidding Process

Planet Bids

For our bidding process, the City of Toledo uses Planet Bids™, a fully automated web-based vendor and bid management system. The system makes doing business with the City of Toledo easier by allowing you to maintain your own profile as a new or existing vendor. You will also receive automatic e-mail notifications for selected bid opportunities and up-to-date information regarding bid requests.

Planet Bids houses our current bid list, bid results, and allows you to maintain your own vendor profile. You can sign up for email notifications for specific bid opportunities and new bid request information.

All bids are due no later than 1:30 p.m. on the due date of the bid.

Vendor Registration

The City of Toledo has many business opportunities under $10,000. This also requires that vendors are registered with the City and have completed a W-9 form. If you need to register, or do not have a W-9 on file, please complete this form.

Vendor Payments

MBE/WBE Certification

The City of Toledo has a strategic Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) certification process to encourage those businesses owned and controlled by minorities or women to get certified.

Living Wage

Per the Toledo Municipal Code, the City of Toledo and certain employers doing business with the City are required to pay employees working on City-funded contracts at least:

  • $14.68 per hour with a minimum level of health insurance (not more than 15% of the employees' monthly wages) and
  • $17.34 per hour when health insurance is not provided.

These rates are adjusted annually according to the updated Federal Poverty Guidelines.


Prevailing Wage

Prevailing wage law is generally contained in Ohio Revised Code Ch. 4115. Toledo Municipal Code Ch. 187 also requires the payment of prevailing wages.

Prevailing wages must be paid for any “public improvement” with total costs at or above $10,000. Public improvement includes all buildings, roads, streets, alleys, sewers, ditches, sewage disposal plants, water works, and all other structures or works constructed by a public authority or by any person pursuant to a contract with a public authority.

Insurance Requirements

Local Preference

Local preference is used to compare and evaluate bids, adding weight to bids submitted by businesses whose principal location is:

  1. in Toledo
  2. in Lucas County
  3. in Northwest Ohio
