About the Request
From its opening in 1918, the Mott Library has been an important community asset. The goal of this Request for Proposals (“RFP”) is to select a purchaser who can complete and sustain the repurposing of this facility, consistent with the site’s zoning designation and conforming to the Ohio Building Code, while preserving the integrity of the building and catalyzing positive momentum in the surrounding community. The historical significance of the Dorr Street corridor as well as the Subject Property’s proximity to the recently built Martin Luther King, Jr. Elementary School, the new Mott Library Branch, and the reinvigorated Smith Park, warrant a quality, well-planned proposal that benefits the community and is complementary to adjacent uses.
The Independent Review Committee (IRC), an advisory group of stakeholders and community leaders, will be responsible for reviewing proposal submissions and making a formal recommendation to the Mayor as to which proposal it believes best aligns with the goals set forth in the RFP. The Mayor and Toledo City Council will have the final authority to award a proposal and sell the property.

Public Open House and Tours
Friday, August 6 from 11 a.m. to 2 p.m.
The building will be available to tour with representatives from the City.
Letter of Intent to Respond Deadline
Monday, August 16 at 5 p.m.
A letter of intent to respond to the RFP shall be submitted identifying the individual, company, or organization intending to submit a proposal, an individual who will serve as the point of contact, and that individual’s contact information. Respondents will receive confirmation by close of day.
Question Submission Deadline
Tuesday, September 7 at 5 p.m.
All questions or requests for clarification regarding the RFP must be submitted online below. Questions received and their responses will be shared with all who have submitted a letter of intent to respond.
Additional Scheduled Site Tours
Friday, August 27
The building will be available for additional tours with representatives from the City. Those who have submitted a letter of intent to respond will be offered an opportunity to schedule an additional tour.
RFP Submissions Due
Monday, September 13 at 5 p.m.
All proposal submissions, including all requirements found in Section 5, Proposal Requirements shall be submitted via email at firstname.lastname@example.org. Late submissions will not be accepted. Respondents will receive confirmation of receipt by close of day. All proposals upon receipt by the city are public records subject to disclosure to the public in accordance with Ohio Public Records Act, O.R.C. 149.43.
