The American Rescue Plan Act provides the City of Toledo with unprecedented resources to directly confront problems that were caused or exacerbated by the COVID-19 pandemic.

With this grant from the federal government through ARPA, the city will respond to many unmet needs of Toledo and Toledoans, including low and moderate-income Toledoans and Toledoans of color who were disproportionately impacted by the pandemic.

    How Toledo's Recovery Funds are Being Spent

    ARPA funds must be obligated by December 31, 2024, and spent by December 31, 2026. They cannot be used directly for pensions, debts, settlements, judgments, rainy-day funds, or for expenses incurred prior to March 3, 2021.

    Funding Use

    Funding can be used to replace lost public sector revenue, respond to the far-reaching public health and negative economic impacts of the pandemic, provide premium pay for essential workers, and invest in water, sewer, and broadband infrastructure.
