From the Director
At the Department of Neighborhoods, we strive to improve the quality of life in Toledo’s neighborhoods. Our work includes housing repair, creation, and preservation of affordable housing, fostering home-ownership, and code enforcement. This important work is undertaken with many nonprofit partners and neighborhood organizations. Despite the challenges of COVID-19 we have been hard at work during the last quarter. We spearheaded the completion and approval of the City’s COVID-19 Community Development Block Grant and Emergency Solutions Grant applications to HUD, allowing us to access and deploy $6.6 million of federal CARES Act funding to assist our residents and businesses impacted by the COVID-19 pandemic. Key initiatives developed in response to COVID-19 are the $2 million Emergency Renter Assistance Program and the $1 million Emergency Micro-enterprise Grant Program.
Staff successfully completed the development of the City’s 2020-2025 Consolidated Plan and 2020-2021 Annual Action Plan that identifies community needs and priorities and provides a blueprint for the expenditure of federal housing and community development entitlement funding. To commemorate June National Home-ownership Month we launched the Home at Last Program with a goal of creating 50 new homeowners in our neighborhoods by providing much needed down payment and closing costs assistance to eligible first time home buyers. There is much work to be done to continue to create sustainable neighborhoods. Staff is committed to improving service delivery through more responsive program design, enhanced outreach to increase program access, partnership building, and working with the private sector to create funding leverage opportunities.
