The Department of Neighborhoods, Division of Housing utilizes federal funds for a myriad of programs. Eligible activities include the rehabilitation and/or new construction of housing, homeowner rehabilitation, homebuyer activities and tenant-based rental assistance, for persons at or below 80% of Area Median Income.  Below is the list of activities performed by the Housing Division:

  • Owner-Occupied Rehabilitation Program, offered to homeowners  as a deferred loan, forgivable based on residency and ownership for 10 years after assistance.  Click on the Owner-Occupied Rehabilitation Guidelines link under "Programs"
  • Rental Rehab program, which is offered to owners of 1-4 unit properties for bringing the unit up to code (match required);
  • CHDO HOME Development Pool Program for Community Housing Development Organizations to rehab or construct housing units as sponsors, developers or owners (15% set aside annually);
  • Down Payment Assistance for first time homebuyers (DPA);
  • The Historical/Environmental Review, which conducts Section 106 (historic) reviews to determine whether or not a project will significantly impact properties listed or eligible for listing in the National Register of Historic places. This section also conducts environmental reviews to determine whether or not a project will significantly impact the environment;
  • Underwriting of projects by staff Specialists, which includes review and reasonableness of HOME requests, determining financial & staff capacity of the applicant, and subsidy layering evaluation;  
  • Relocation for all tenants (whether commercial or residential) in any projects using federal, state, and/or local funds for: demolition, rehabilitation, acquisition or conversion. Referral advisory services, counseling, eligible benefits and assistance for housing are offered, assuring that the person(s) being displaced or temporarily relocated is matched with appropriate resources;
  • Inspections by Rehabilitation Technicians and Specialists for current projects to determine satisfactory work completion; work also includes annual Housing Quality Standard inspections, TBRA unit inspections and preparation of specifications;
  • Neighborhood Stabilization Program (NSP) funds are spent to acquire vacant, abandoned or foreclosed houses in target areas for rehabilitation and sale to qualified home buyers, including DPA.
