Division of Housing Programs
The programs offered by the Housing Division are funded through grant money provided to the City by the U. S. Department of Housing and Urban Development (HUD). As such, funding is limited. For the current status of any programs please contact the Department of Neighborhoods at 419.245.1400.
The Owner-Occupied Rehabilitation Program is designed to assist property owners with fixing code problems only such as leaky roofs, faulty furnaces, crumbling foundations etc., and possible lead hazard issues. This program is NOT to assist with home remodeling.
Qualified homeowners are provided with a Forgivable Deferred Payment Loan which includes certain restrictions.

The Rental Rehabilitation Program is available for owners of rental property to rehabilitate one to four family buildings. In order to qualify the units must be or will be occupied by low-and moderate-income households. Application fee applies.
The City will match up to $1 for each $1 (maximum of $12,000) provided by the property owner per unit.

(1st Time Homebuyer Assistance)
The City of Toledo has funds available to assist first-time buyers with downpayment and reasonable closing costs.
Qualified homebuyers working with one of our approved participating lenders will receive a grant based on the purchase price or appraised value of the property located with the City of Toledo corporate limits.

LEAD BASED PAINT HAZARD CONTROL GRANT PROGRAM
Funding for the City of Toledo’s Lead Based Paint Hazard Control Grant Program was received from the U.S. Department of Housing and Urban Development Office of Healthy Homes and Lead Hazard Control.
The grant enables the Department of Neighborhoods to conduct lead hazard control and healthy homes work in residential units located within the City of Toledo limits. Specifically, the funds are used for the identification of lead hazards in eligible units; the remediation of those hazards through appropriate control or abatement procedures; and, other activities such as training and outreach.
Financial assistance is provided to qualified homeowners and landlords in the form of a grant and can include but is not limited to: paint stabilization, replacement windows and doors and siding.

The program application must be initiated and received by the property owner of record. The application must be completed in its entirety including all required supporting documentation before a final eligibility determination can be completed. Incomplete applications will be delayed.
