The City of Toledo is updating its 5-Year Consolidated Plan, a roadmap for how we will invest in housing, homelessness services, economic development, public infrastructure, and community programs between 2025 and 2029.

This critical plan determines how the city allocates federal funding from programs like the Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG) to meet the needs of our community.

What is the 5-Year Consolidated Plan?

The Consolidated Plan is a federally required strategy that assesses Toledo's affordable housing, homelessness services, and community development needs. It serves as the foundation for data-driven investment decisions and sets performance goals for projects and services that improve our neighborhoods and enhance residents’ quality of life.

How Can You Get Involved?

We invite all Toledo residents to participate in a 15-minute survey to provide your input on the city’s priorities for:

A series of public hearings will be held in March to collect additional feedback on the draft plan.
