Inspections for underground fire service mains ensure proper installation, safety, and compliance with the City of Toledo standards and NFPA/Building Code requirements. Inspections are performed in three phases:
- Visual
- Hydro
- Flush
What it allows you to do:
- Install and test underground fire service mains
- Verify all piping, valves, and hydrants are properly installed, restrained, and functioning
- Submit required documentation for final installation approval
Apply
- Applicant must be an Ohio licensed Fire Protection Company Class A contractor registered with the City of Toledo
- Prepare all approved plans, manufacturer instructions, and product information

Inspection Phases
Visual Inspection
- Check site utility plans and work
- Cover or plug open pipe ends, valves, hydrants, and fittings
- Restrain piping at joints and changes in direction
- Minimum 60" cover for all piping and ductile pipe must be wrapped with 8 mil polyehtylene
- Backfill must be free of ash, cinder, refuse, organic or corrosive material, rocks, or frozen earth
Hydro Test Inspection
- Ensures no closed valves exist between gauge and test section
- Test piping at 200 psi or 50 psi above working pressure for at least 2 hours
- Measure pressure loss via gauge drop or visual leakage and measure any additional water added
- Fully operae all hydrants and control valves under system pressure
Flush Inspection
- Follows NFPA-approved flushing procedures accodring to pipe size
