The City of Toledo does not require a specific permit for filming. However, if you are interested in filming in our great city, we do need some documentation to ensure you're compliant with our tax department.


All contractor work is subject to the Toledo income tax. Each company participating in the project will need to fill out the New Business Registration form above, and pay $250 toward their estimated net profits. All employers are required to withhold municipal income tax from all compensation paid to your employees while working inside the City of Toledo. You must also pay on net profits connected to Toledo projects. If you are an Ohio-based company withholding local municipal tax for another Ohio municipality, you may exempt from withholding in Toledo for the first 20 days.

Once complete, you can submit the form via email, fax or in-person. The $250 deposit can be paid in person at the division of taxation located at One Government Center, suite 2070, Mon-Fri between 8 a.m. and 4 p.m. You can also submit payment online by requesting an account here.

Construction

If your film project involves any construction elements, you will need to apply for a permit and have the work completed by a licensed contractor.

Scenes with weapons, injuries, or crime

Alert nearby residents or businesses that you intend to film a scene that may look like a crime is happening. We also ask that you contact the Toledo Police Department at 419-245-3217 and let them know the intentions of your scene and when you will be filming. Taking a proactive approach prevents unnecessary discomfort among residents and onlookers.
