Bay View Wastewater Treatment Plant Construction Begins Spring 2025

The Ohio Environmental Protection Agency has concluded its Limited Environmental Review at the Bay View Wastewater Treatment Plant and has found no significant impact, which allows the transfer of $13.5 million from the Ohio Water Pollution Control Loan Fund so that construction may begin in Spring 2025.

Toledo's Bay View Wastewater Treatment Plant qualifies for a Limited Environmental Review because the associated project takes place in an already established facility. The EPA has determined that there is no need for specific impact mitigation, and it will have no effect on high-value environmental resources.

The project is organized into three phases, beginning with the most important updates in 2025. Phase I will modernize the chemical building and enhance worker safety.

The debt for this project will be paid with revenue from sewer fees which will not specifically increase for this project.

According to the EPA, the proposed project is a cost-effective way to address necessary improvements," and "by using WPCLF low-interest financing, Toledo has minimized the project cost."

The improvements at Bay View will cost $627 million and Toledo will be working on these updates for the next 10-15 years.
