A set-out that exceeds collection limits is more material than regular trash service can safely collect.
This usually happens during:
- Property cleanouts
- Moving or evictions
- Home repairs or remodeling
Each week, residents may place up to 5 items under 40 lbs. each at the curb for bulk pickup.
If the amount is too large, you will need a dumpster or private hauling service.

Bulk Collection
Republic Services provides weekly trash collection for Toledo residents. Each week, residents can place up to 5 items (under 4o lbs. each) at the curb. More than that, is too much.

Residents can plan to take excess trash, furniture, remodeling debris, and tires to the landfill for a small fee.
Note: No yard waste, chemicals, paint, flammable materials can be accepted.

Residents, landlords, and business owners can rent a dumpster from a local service provider.
What to Expect When There's Too Much Trash at the Curb
Inspection
If a large amount of garbage, debris, or furniture is left in a yard, right-of-way, or street – the City of Toledo will inspect and determine if it is in violation of TMC 963.
Notice and Fine
If your setout is too large, you will receive a Notice of Liability and a $1,000 fine. You will have 2 weeks to clean the area before the second inspection. A response to the fine via email or phone and a demonstrated effort to make the site compliant can help reduce the fine by 50%.
Option to Appeal
If you believe you have received the notice in error, you can ask for an appeal hearing.

- Pay $50 cash bond or money order
Note: Filing an appeal does not pause the requirement to remove the set-out
Second Inspection
The property will be re-inspected for compliance approximately two weeks from the initial inspection.
If the violation is resolved, no further action will be taken.
If the violation is still present:
- The City will issue a second $1,000 fine
- The City's Division of Urban Beautification will clean the property and assess the cost of the cleanup to the property.
