Road construction is an important part of maintaining and improving our streets, but it can temporarily impact access, parking, and daily routines.
While each project type is a little different, there are a few common things you can expect during construction. The information below will help you plan ahead and know what to expect while work is underway.
Before Construction
Residents will be notified before construction begins. Remove any personal items from the public right-of-way, including plants, decorative features, or other landscaping elements. Items left in the work area may be damaged or removed during construction, and compensation is not provided.
If you have a sprinkler system, mark all sprinkler heads clearly before construction begins. Any unmarked systems that are damaged will be the property owner’s responsibility to repair.
Some projects require trees to be removed before construction can begin.
Access During Construction
Construction will require temporary lane restrictions, detours, and occasional intersection closures. Crews work to maintain access to homes and businesses whenever possible, but there may be short periods during construction hours when access is limited.

Parking and Driveway Access
Roads under construction are closed to through traffic. However, emergency services and deliveries will still be able to access the street.
Driveways and parking lots are generally accessible, but there are times when access will be temporarily restricted. Residents will be notified before crews begin concrete work. After new concrete is poured, driveways may be inaccessible for up to seven days while the concrete cures. If an apartment complex or business has two access points, crews will coordinate to keep one open at all times.
Concrete work is most common on reconstruction projects, but may occasionally occur on resurfacing or reclamation projects if a new sidewalk is added or sidewalks are being repaired.
Reminder:
- Street parking is not allowed during construction hours
- Vehicles left on the street may be towed
- You may need to park in an alternate location during the day
Garbage Collection
Garbage will be collected on your regularly scheduled pick-up day. Place your cans in the right-of-way. If your garbage is not picked up, call Engage Toledo at 419-936-2020.
Lawn Restoration and Care
When the project is mostly complete, crews will restore the disturbed areas with topsoil and grass seed. Residents will be notified that work is almost complete and how to care for the new grass seed.
To help the grass establish, residents should:
- Water daily
- Mow once grass reaches about six inches
- Maintain the area as it fills in
- Some weeds may appear at first, but with proper care, the grass will take over.
Project Completion
After most of the work is complete the City will walk the site with the contractor and identify anything that still needs completed or refined.
You may see crews return to:
- adjust manhole covers
- finish pavement markings and install signs
- smooth any rough pavement
- adjust pedestrian ramps or other concrete work
These last adjustments ensure everything is:
- safe for drivers, cyclists, and pedestrians
- functioning properly
- meets quality standards
If trees were removed, new trees will be planted in the right-of way in the fall or the following spring. Residents will be notified when the new tree is planted and how to care for the tree.
