Community Entertainment Districts (CEDs) are designated areas created to support economic development, sttract new businesses and encourage vibrant, destination-based activity. These districts are a powerful tool to help activate key corridors and commercial areas by making it easier for restaurants, bars, and entertainment venues to locate and grow.
What is a D-5J Liquor Permit?
A D5J permit is a specialized permit issued by the Ohio Division of Liquor Control that allows qualified businesses—such as restaurants, bars, and entertainment venues—to sell beer, wine, and spirits for on-site consumption, often with expanded service privileges.
In a CED, D-5J permits:
- are available at a reduced cost compared to traditional liquor permits
- are not subject to the county's population-based permit cap
- are available in limited supply (up to 15 per district) to support targeted development

Why This Matters for Economic Development
Access to liquor permits is often a major barrier for restaurants and entertainment-focused businesses, particularly in areas where permits are limited or costly to obtain on the open market.
CEDs remove this barrier by:
- lowering startup and expansion costs for hospitality businesses
- increasing the supply of available permits in targeted areas
- attracting destination-oriented businesses that generate foot traffic
- supporting redevelopmetn of underutilized properties
- creating more vibrant, walkable districts that benefit both residents and vistitors
By making it easier for businesses to open and operate, CEDs help strengthen Toledo's commercial corridors, grow the local economy, and enhance quality of life.
