City Launches 90-Day Traffic Signal Study at Five Downtown Intersections

The city of Toledo will begin a 90-day evaluation of traffic signals at five downtown intersections starting Monday, Aug. 11. As part of the review, the signals will be placed in flashing mode, and signs will be posted to notify motorists that the intersections are being studied for possible removal.

The intersections include:

Madison and Ontario – All-way stop
Madison and Huron – All-way stop
Adams and St. Clair – All-way stop
Adams and Superior – All-way stop
Jackson and St. Clair – St. Clair stopping only

During the study period, signals will flash red in all directions at four of the five intersections, functioning as all-way stops. At Jackson and St. Clair, only St. Clair will be required to stop.

Research shows that outdated traffic signals at low-volume intersections can lead to unnecessary delays, increased fuel consumption due to idling, and a higher rate of rear-end collisions. In some cases, they also cause drivers to reroute through residential neighborhoods. Removing signals that are no longer warranted can improve safety and traffic efficiency while supporting the city’s environmental goals.

“If these signals are found to be unnecessary, we have an opportunity to improve traffic flow and reduce energy use while making the area easier to navigate for everyone,” Council Member Nick Komives said. “It’s a smart approach that reflects our long-term priorities around sustainability and safer, more accessible streets.”

If all five downtown signals are ultimately removed, the city estimates it would save 749 kilowatt-hours of electricity each month.

After the 90-day flash period and public input, the city will review feedback and traffic data before making a final determination on whether to permanently remove the signals.The public is encouraged to share feedback during the review.
