Eligibility Criteria

Budget billing customers must meet all of the following eligibility criteria:

  1. Have an active water account
  2. Have 12 months of billing history at the current address
  3. Twelve months of established consumption history at the service address where the customer is applying for budget billing
  4. The account must be current
  5. The account cannot be on an installment plan with Promise or the City of Toledo
  6. Tenants applying for budget billing must have a signed Landlord-Tenant agreement on file
