City of Toledo Gender Equity Analysis

The City of Toledo has partnered with Keen Independent Research to examine workforce policies, practices, and workplace culture through a gender equity lens. This work is part of the City’s ongoing commitment to employee safety, accountability, and continuous improvement.

Keen Independent conducted this analysis by gathering input from City employees and other stakeholders through in-depth interviews, small group discussions, virtual workshops, an employee climate survey, and additional research methods.

The preliminary findings from the analysis, include:

  • An overview of the study and methodology
  • Employment-related findings
  • Workplace culture results
  • Gender equity and fairness findings
  • Preliminary recommendations

These findings represent an important step in a broader process. The City will use this information to identify best practices, establish effective tools and metrics, and develop solutions to address inequities if they are identified through the research.
