Pathways to Removing Obstacles to Housing Grant Application

Friday, October 13, 2023

The City of Toledo has published a draft of the PRO Housing Grant Application for public comment.

To address the need for affordable, accessible, and available housing, approximately $85,000,000 in funding through the Pathways to Removing Obstacles to Housing (PRO Housing) Grant Program will be administered through the U.S. Department of Housing and Urban Development (HUD).

The City of Toledo will be eligible to receive up to $10,000,000 in federal funding from HUD through the PRO Housing Grant Program. The purpose of the PRO Housing Grant funds is to identify and remove barriers to affordable housing production and preservation. These funds can be used to remove barriers caused by zoning decisions; land-use policies or regulations; inefficient procedures; gaps in available resources for development; deteriorating or inadequate infrastructure; lack of neighborhood amenities; or challenges to preserving existing housing stock, such as increasing threats from natural hazards, redevelopment that reduces the number of affordable units, or expiration of affordability requirements.

The City of Toledo’s PRO Housing Grant Application provides details on the proposed allocation of funds and the activities to be undertaken.
