Toledo Lead Safe relies on qualified lead professionals to ensure rental housing is safe, properly inspected and compliant with City and State requirements.
All inspection and lead-related work must comply with:
- City of Toledo Lead Safe Ordinance
- Ohio Department of Health requirements
- U.S. EPA lead hazard standards

How to Become a Local Lead Inspector
Local lead inspectors are licensed professionals authorized to conduct lead clearance exams and issue Lead-Safe Reports under the City of Toledo's Lead-Safe program.
These professionals can be a Clearance Technician, Lead Inspector, or Risk Assessor, and are licensed under the Ohio Department of Health's (ODH) Lead Licensure and Accreditation Program and registered with the City of Toledo, Department of Housing and Community Development to perform clearance examinations.
Ohio Department of Health Lead Licensure and Accreditation Program
Lead workers will need to be trained and certified according to the ODH standards.
Ohio Licensure
Once training is complete, you will need to pass an exam, and register with the Ohio Department of Health. Once complete, ODH will issue a license number.
Register with Toledo
Registration with the City is $45. Once approved, you will be able to conduct local lead inspections.
Lead Clearance Examination
A clearance examination is used to verify that lead hazards have been properly controlled nd that a propoerty meets applicable lead-safe standards.
The examination includes:
- a visual assessment of the property
- collection of dust wipe samples
- labratory analysis by an accredited labratory
- documentaiton of results in a clearance report

Property owners will submit the completed Lead Clearance Examination Report with their Lead-Safe Certificate application.
Insurance
Local lead inspectors are not requied by law to purchase liability insurance to perform clearance examinations. However, the City strongly recommends that you carry insurance to protect yourself and your clients.
Disqualification
The City may disqualify a Local Lead Inspector from participating in the program for violations of the ordinance or Ohio law. Disqualified inspectors cannot submit reports for a Lead Safe Certificate until they are re-instated.
