The Lead-Safe Certificate is how the City confirms that a rental property has been inspected and meets lead-safe standards under the Lead Safe Toledo ordinance. The goal of the program is to reduce lead hazards in older rental housing and protect the health of children and families.
Residential rental properties with 1-4 units and built before 1978 are required to obtain and maintain a valid Lead-Safe Certificate before they can be rented or re-rented.

Duplicate applications can delay processing and all fees are non-refundable.
What You Need
Each application must include a complete clearance packet for each rental unit.
The packet must contain:
- A clearance examination report signed and dated by a Local Lead Inspector
- Dust wipe results from an EPA-recognized lab
- Chain of custody that matches lab results
- Floor plan that labels all rooms and dust wipe sampling locations
- Exterior photographs of all sides of the structure
- Sampling dates
