Flooding in our streets and basements is more than just a nuisance—it’s a costly and damaging problem that affects homes, neighborhoods, and our local environment. That’s why the City of Toledo is developing a Stormwater Retrofit Analysis Tool, a new mapping tool to help identify the areas most impacted by flooding and find the best opportunities for green infrastructure.
Why We Care
Flooding costs residents time, money, and peace of mind. This project will help us find the areas where we can install stormwater management features—like rain gardens and bioswales—that hold and filter water before it enters underground pipes or returns to the ground. This not only helps reduce flooding but also improves water quality by removing dirt, salt, and fertilizers before they reach Lake Erie, our source of drinking water.

The City worked with a consultant and our internal GIS team to gather dozens of data layers and build a citywide map that highlights areas prone to flooding. This data-driven approach ensures we make the most effective and equitable investments in green infrastructure.
April 2025
Public engagement begins to collect feedback on the mapping tool.
Fall 2025
Final map is completed and five project sites are selected for design concepts.
2026–2030
We’ll seek funding and begin the installation of new stormwater management features.
Project Outcomes
Identify five high-priority sites across the city that are most in need of stormwater improvements.
Develop plans for each site to manage runoff more effectively through green infrastructure.
Use this data to apply for funding so we can install these solutions over the next 5–10 years.
Provide more green space for residents and support habitats for birds, pollinators, and other wildlife.
