- Prepare detailed plans and supporting documentation describing the proposed use, size, and scope of work
- Complete the Commercial Building Alteration Permit application online or in person

Plans
Most projects require plans prepared and sealed by a licensed architect or professional engineer. Plans must be approved before a building permit can be issued and construction may begin.
Most projects need:
- Architectural plans
- Structural plans
- Mechanical, electrical, and plumbing (MEP) plans
Some projects may also need:
- Special Inspector qualifications
- Statement of Special Inspections
- Manufacturer specifications
Fees
The Plan Review fee is $75 + $.20 per sq. ft.
The Commercial Building Permit fee is $75 + $.03 per sq. ft.
The standard inspection fee is $75.
An expedited inspection fee is $150.
Additional fees may include:
$150 for third review
$300 for additional reviews
$103 Amendment fee for plans changed after approval
Major changes to the plans will be subjected to an additional full review fee
The State of Ohio Surcharge is 3%

Review Process and Timeline
Commercial plans are reviewed by City staff or an approved third-party review agency.
Reviews are usually completed within 30 days.
Review Outcomes
Plans can be approved, conditionally approved, or require corrections.
Approved
Approved plans will be available for download.
Before the permit is issued, you may still need to complete outstanding requirements, including:
- Outside agency approvals
- Fee payment
- Selection of a tax-compliant General Contractor
Conditionally Approved
Some projects are approved with conditions, like:
- Deferred submittals
- Fire Alarm, Suppression, or Sprinkler permits
- Special inspector documentation
Phased Approval
Large projects may receive approval for a portion of the work with additional plan approvals required before later phases may begin.
Corrections Required
If your plans require corrections, you will receive an email outlining what you need to do next.
You will need to submit:
- A written response to each correction
- Revised plans showing all changes
- Any requested supporting documents
Additional corrections may be issued if needed.
Plan approval is not a building permit.
Construction may not begin until:
- All required approvals have been received
- Fees are paid
- Trade permits are granted
- Your building permit has been issued
