Major Site Plan Review is required for larger-scale development projects in the City of Toledo. This review ensures compliance with zoning standards, promotes safe and efficient site design, and reduces land use conflicts. It covers key elements such as building layout, landscaping, parking, pedestrian and vehicle circulation, drainage, and lighting.
What it allows you to do:
- Construct or expand large non-residential buildings (over 50,000 sq. ft.)
- Develop multi-family residential projects with 40 or more units
- Build large parking lots (60+ spaces)
- Undertake other large projects that the zoning code identifies as requiring major review
If your project is under 50,000 sq. ft. you will need to apply for a Minor Site Plan Review.

Apply
- Applicant must be the property owner, developer, or authorized agent
- Prepare site plan, landscaping plan, elevation drawings (if necessary), and any other necessary supporting documents

- Pay the application fee

- Toledo Plan Commission will review in a public hearing

- Once approved, you may proceed with related building permits or construction approvals.
- The approval remains valid for the duration of your development project but may expire if work does not begin within a specified time.
