A Zone Change, or Zoning Map Amendment, is required when proposing to change the zoning designation of a parcel. This process updates the zoning map to allow different uses or development standards than what is currently permitted.
What it allows you to do:
- Change the zoning classification of a parcel
- Update the types of uses that are permitted on a property
- Align the zoning of a site with future development goals or neighborhood plans
- Enable projects that are not currently allowed under the zoning district
Example Projects:
- Changing a single-family residential parcel to commercial so a small grocery store, coffee shop, or office can be built.
- Rezoning a former waerhouse site to allow a mix of apartments and retail
- When a single-family home, duplex, or apartment building is in an industrial zone, and needs to be re-zoned residential
- Rezoning land to preserve it as a public park
Apply
- Applicant must be a property owner, developer, or authorized agent
- Include a legal description of the property
- May need a site plan or conceptual development plan
- Complete the Zone Change application online
- Pay application fee
Fees
The Zone Change Review fee is $600. Additional fees may be necessary if your project requires resubmittals or specialized reviews.
Review Process and Timeline
The full review process takes an average of 90 days.
- Applications are reviewed by the Toledo-Lucas County Plan Commissions staff
- Toledo Plan Commission makes a recommendation in a public hearing
- Toledo City Council Zoning and Planning Committee makes a recommendation in a public hearing
- Toledo City Council makes a decision
