Minor Site Plan Review is required for certain smaller-scale development projects to ensure they meet City of Toledo zoning standards. When You Need It
You must apply for Minor Site Plan Review if your project involves:
- Non-residential development under 50,000 sq. ft. of floor area
- Off-street parking areas with 5–59 spaces
- Multi-family residential projects with 5–39 dwelling units
- Any project when explicitly required by the Toledo Municipal Zoning Code
What it allows you to do:
- Construct or expland non-residential buildings under 50,000 sq. ft.
- Develop multi-family housing between 5 and 39 dwelling units
- Create off-street parking lots with 5 to 50 spaces

- A small medical office building
- A 20-unit apartment buildign
- A retail store with a mid-size parking lot
- A daycare center or community facility
For projects over 50,000 sq. ft, you will need a Major Site Plan Review.

Apply
- Applicant must be the property owner, developer, or authorized agent.
- Prepare site plan, landscaping plan, elevation drawings (if necessary), and any other supporting documents
- Complete Minor Site Plan Review application online and pay the fee

The Minor Site Plan Review fee is $300. Additional fees may be necessary if your project requires resubmittals or specialized reviews.
Review Process and Timeline
Reviews are typically completed within several weeks, depending on project complexity and submission completeness.
- Staff reviews for compliance with zoning standards, site layout, traffic circulation, access, lighting, landscaping, and drainage
- Staff may provide comments or request revisions. You may need to resubmit before final approval.
- Approvals may be conditioned on compliance with additional requirements (e.g., landscape plan approval)
- Once approved, you may proceed with related building permits or construction approvals.
- The approval remains valid for the duration of your development project but may expire if work does not begin within a specified time.
