Riverside Mobile Home Park Declared Unfit for Human Habitation
Today, the City of Toledo officially declared the Riverside Mobile Home Park, located at 18 City Park Avenue, unfit for human habitation, citing dangerous, unsanitary, and inhumane living conditions resulting from years of owner neglect.
Notices were posted on all remaining occupied units at 12:30 p.m., giving the three remaining households a 30-day period to secure safe alternative housing. These actions follow an emergency order issued by the Department of Building and Code Compliance, identifying structural decay, the lack of water and sewer service, and hazardous electrical conditions as serious threats to resident safety.
“This is not a decision we make lightly,” said Jim Molnar, Director of Building and Code Compliance. “But the conditions at this property are unacceptable and pose a real danger to the health of those still living there. This action is necessary to protect people and ensure they have the opportunity to live in a safe and healthy environment.”
To ease the transition, Toledo Police’s Community Services Section and the Toledo-Lucas County Homelessness Board have been in contact with residents since April to help prepare them for relocation and navigate available resources. Residents have also been provided information about housing and support resources through the 2-1-1 hotline and other social service partners.
The City of Toledo is working in partnership with the Lucas County Land Bank to abate the nuisance at the property. Once all residents have safely relocated, the city and land bank will begin the process of remediation—at the property owner's expense—with the long-term goal of returning the land to productive use for the benefit of the surrounding community.
“For too long, the owners of Riverside Mobile Home Park have failed to meet even the most basic standards of safety and decency,” said Mayor Wade Kapszukiewicz. “Today’s action ensures that their negligence will no longer harm our residents. We are committed to holding property owners accountable and protecting the safety of our community.”
