Proposed Update to Toledo’s HOME-ARP Allocation Plan
The City of Toledo is proposing an update to its HOME-American Rescue Plan (HOME-ARP) Allocation Plan and is inviting public input.
The HOME-ARP program, created through the American Rescue Plan Act of 2021, provides the City with approximately $7.9 million to support housing stability and related services.
The proposed amendment would prioritize the use of Supportive Services funding for Qualifying Population 1 (QP1): people experiencing homelessness, as defined under federal regulations (24 CFR 91.5, Homeless categories 1, 2, or 3).
City Council is expected to consider the proposed amendment at its regular meeting on Tuesday, March 3, 2026.
Public Comment Period
The draft amendment will be available for public review and comment for 15 days, from Monday, January 26, 2026, through Monday, February 9, 2026, in accordance with HUD Notice CPD-21-10.

The City will also hold a public hearing to share information and hear feedback on the proposed amendment:
