Toledo City Council Passes 2025 Operating and Capital Budgets

Toledo City Council unanimously passed the approximately $1 billion 2025 Adopted Operating and Capital Budgets this evening in two 11-0 votes. One member was absent from the meeting.

“Preparing and passing a balanced annual City budget is no small task. Our strategy this year included bi-weekly Budget Taskforce meetings and a robust budget public hearing schedule,” said Councilman George Sarantou, Chair of the Finance, Debt and Budget Oversight Committee. “When the Administration and City Council work together on budget preparation like we’ve done this cycle, we can have a more fruitful outcome. Thank you to the Administration and my colleagues for a thoughtful and thorough process.”

Council passed a series of Operating Budget Amendments that enhance the City’s 2025 plans, including:

  • Additional $1 million for Youth Programming Funding
  • Additional $200,000 for Vibrancy Initiative Funding
  • Increase Police Class from 30 to 45 Cadets
  • $50,000 City of Toledo Sponsorship of the 2025 Toledo Glass City JazzFest

“I’m proud to deliver our Toledo residents a thoughtful budget, especially this early in the fiscal year,” said Council President Carrie Hartman. “Regardless of what the state and federal governments do to our funding, we have important work to complete for our community including street improvements, youth programming, and basic city services.”

Annually the Mayor is responsible for presenting a proposed budget to the Council and in response, Council will review, amend, and pass the budget before the end of March. This year the budget was passed on Tuesday, January 28, 2025 at $1,001,872,882.

“As the Vice Chair of the Finance Committee and being a first-year participant in the budget process, I recognize the challenges our City faces,” said Councilman Mac Driscoll, Vice Chair of the Finance, Debt and Budget Oversight Committee. “The next few years will continue to include challenging conversations and decision-making. I believe we are up for the task. However, I’m proud of the 2025 budget which includes growing the size of our public safety forces, continuing youth programming at a high level, and making economic investments to create jobs in our community.”
