This project will move forward with a traditional intersection instead of the proposed roundabout at Main and Starr.

“With its fast speeds, high traffic volumes, frequent crashes and sparse tree canopy, Front Street acts as a major barrier between most Garfield residents to the waterfront and between Marina Loft residents with the rest of East Toledo…. Transforming Front Street so it is not a “barrier” between the Garfield neighborhood and The Park must be a high priority.”

Front Street and Main Street are East Toledo’s connections to the riverfront and downtown, but both have seen a high number of severe crashes involving vehicles, cyclists, and pedestrians. This reconstruction focuses on mobility and connectivity, safety, access to opportunity, equity, and environmental justice.

The City plans to make improvements to three key intersections:

  • Front and Main will see some realignment and improved crosswalk conditions
  • Main and Boers-Boyer will see some realignment and narrowing as well as a new multi-use path connection

The City plans to make improvements to the Front Street and Main Street corridors:

  • Front Street from Main Street to the Craig bridge will include median islands, trees, streetscaping and new pedestrian signals and crosswalks
  • Front Street from Oak Street to the Craig bridge will be resurfaced
  • Main Street from Starr Avenue to Boers-Boyer Way will include new and improved pedestrian crosswalks and streetscaping
  • Main Street from Front Street to Starr Avenue will be resurfaced

    Reconnecting Communities and Neighborhoods Grant

    This project is one of two Ohio construction projects that are funded through the U.S. Department of Transportation's Reconnecting Communities and Neighborhoods grant program. The City was awarded this money in March 2024.

    This funding means that the entire project will be completed without any additional cost to Toledo.

    What it will look like.

    In all of our road reconstruction projects, the City of Toledo is working to integrate more safety and accessibility for multimodal transportation options. With this project, we are working to connect the neighborhood to Glass City Metropark and the downtown Toledo riverfront.

    Including trees in the median will help slow traffic and mitigate urban heat.


    Improved lighting and crosswalks will reduce the number of crashes and keep pedestrians safe.

    Timeline

    2024

    With City Council’s approval, the City will sign a grant agreement with the Ohio Department of Transportation (ODOT) and the Federal Highway Administration. Once the agreement is signed, the City’s Department of Transportation (TDOT) will begin the bidding process for design.

    2025 & 2026

    The City will work with the contracted designer before seeking a construction contract.

    2027

    In early 2027, the Toledo Department of Transportation will secure a construction contract and construction will begin.

    2028

    We anticipate construction will be complete by the end of the 2028 construction season.
