Theresa Morris

Council Member, District 6

Theresa is a graduate of Start High School (Toledo), Alma College (Michigan) and Lourdes University (Sylvania). She possesses Bachelor of Arts and Master of Organizational Leadership degrees. She was recently inducted into Kappa Gamma Pi, a national Catholic College Graduate Honor Society and has presented her capstone on Women’s leadership in the Middle East/North Africa region (MENA) research at the student symposium.

She has resided in Chicago and Mexico City. While in Chicago, she worked in Public Relations at the Museum of Contemporary Art and Mindscape, a contemporary craft gallery. After returning to Toledo, she worked in Development at WGTE Public Broadcasting in Toledo. Ms. Morris joined U.S. Representative Marcy Kaptur’s Congressional staff in 1994 and has served in several capacities including: personal assistant, grants and funding coordinator, projects assistant and as Immigration/State Department/Homeland Security specialist for Ms. Kaptur.

Theresa has served on the Boards of YWCA of Greater Toledo, City of Toledo Youth Commission, Team Recovery, WGTE Public Media and the Arts Council Lake Erie West. In her spare time, she enjoys volunteering for the American Red Cross, Toledo Museum of Art, the Latino Alliance, American Association of University Women, Start High School Hall of Fame and various political campaigns. Theresa received the 2018 Distinguished Hispanic Ohioan Award, has a certificate in Minority Executive Leadership and is a graduate of the Toledo Citizens Police Academy.

She was elected to the seat in the Special Election for the District 6 Council on September 14, 2021 and reelected in November 2023.

Councilwoman Morris the Chair of the Zoning & Planning Committee, Vice Chair of the Water Quality Committee, and a member of the Parks, Education, Recreation & Health Committee, the Public Safety & Criminal Justice Reform Committee, and the Regional Growth, Development & Small Business Enterprise Committee.
