Construction Begins Spring 2026
The City has contracted with Kokosing to complete the water tower construction. Crews will begin preparing the site for construction in March 2026. After some minor site clearing, crews will begin with the installation of new water main along Northover Rd.
The City of Toledo is adding two water towers on Northover Rd. near Silver Creek Elementary School. This project is part of a long-term effort to improve water pressure, strengthen system reliability, and modernize the City's water infrastructure.
Location
Placing the towers here also allows for partnership with Washington Local Schools. In coordination with this project, a public wetlands restoration and boardwalk will support wildlife and provide educational opportunities for students.
Construction and Impacts
Construction is expected between 2026 and 2029.
Important things to know:
- construction traffic will use Northover Rd.
- nearby residents may experiene daytime construction noise
- most trees have been preserved
- site will be secured with a fence
Construction hours are typically 7 a.m. to 5 p.m. The City and contractors will work to minimize impacts to the surrounding area as much as possible.
Tower Design
The project includes two elevated water storage tanks.
- Capacity: 2 million gallons
- Height: approximately 160 feet
- Diameter: approximately 56 feet
This location has two water towers rather than a single larger tower.
This approach:
- provides the necessary water volume to serve the area
- allows one tower to remain operational while the other is inspected or maintained
- supports a pump station inside the towers
- reduces the amount of total land needed

The Arts Commission
