What is the 5-Year Consolidated Plan?

The Consolidated Plan is a federally required strategy that assesses Toledo's affordable housing, homelessness services, and community development needs. It serves as the foundation for data-driven investment decisions and sets performance goals for projects and services that improve our neighborhoods and enhance residents’ quality of life.

Why Does Your Input Matter?

Your voice is essential to creating a plan that reflects the priorities of Toledo’s residents. By sharing your feedback, you help us:

  1. Identify pressing needs in our community.
  2. Shape funding priorities for housing, infrastructure, economic development, and public services.
  3. Ensure resources are directed toward programs and projects that matter most to you.

How Can You Get Involved?

We invite all Toledo residents to participate in a 15-minute survey to provide your input on the city’s priorities for:

  1. Affordable housing
  2. Homelessness services
  3. Public facilities and infrastructure
  4. Community programs and services

A series of public hearings will be held in March to collect additional feedback on the draft plan.
