Sewer Interceptor Collapse May 25, 2025
The City of Toledo is responding to a newly identified sewer overflow into Delaware Creek near Delaware Creek Park, connected to the collapse of a major sewer interceptor on Arlington Avenue.
The Toledo-Lucas County Health Department has issued a public health advisory for Delaware Creek. Please avoid contact with water in and around the creek until further notice. See map.
The Toledo-Lucas County Health Department has also issued a public health advisory for Swan Creek and its tributaries from Eastgate to the Maumee River. Please avoid contact with water in and around the creek until further notice. See map.
Residents who see an overflowing manhole or experience water in the basement are urged to contact Engage Toledo at 419-936-2020, available 24 hours a day.
Sewer Interceptor Failure
To address the Arlington sewer failure—also the cause of large sinkholes that have closed the road since February—the City has selected Kokosing as the contractor through a public bidding process. The total repair cost is $7,997,463.
The long-term fix will begin with the installation of a large pump to clear the backup, reroute flow, and allow for safe excavation. There are currently two small pumps at the site. The larger pump has been delayed, and we anticipate the installation will begin in July after Columbia Gas and Toledo Edison move utilities.

In late 2024, two sinkholes appeared on Arlington Ave. Although there is already a reconstruction project scheduled for 2026, there is an immediate need for repairs to the sewer. In late February, we received one bid from E.R. Zeiler Excavating, Inc. for $21,040,800–which was rejected.
This project has been out to bid 5 times since the City was made aware of the problem. The sewer is 45 feet deep and 4 feet wide, which makes it a complicated repair. After rejecting the bid in February, we conducted an investigation to help us find the most efficient way to complete the project. The City is in process of signing a contract with Kokosing Construction for the sewer repairs at approximately $8 million.

There is no parking for residents or businesses on Arlington Ave. between Francis to National.
Road Construction 2026
Happening Now
Crews will begin work on the waterline from Detroit to Francis in early May. We have hired Crestline Paving and Excavating for this portion of the project.
Project Overview
The City will reconstruct Arlington Ave. from South Detroit Ave. to Spencer St. in 2026. We will remove and replace the road, drive aprons, and curbs. We will add bumpouts for on-street parking.
