Community Outreach, Employee Engagement, Recruitment and Public Engagement (CERP)

The CERP Bureau is committed to serving the community through education, engagement, and recruitment– ensuring fire safety awareness and preparedness for all Toledo residents.

Emergency Medical Services (EMS)

The EMS Bureau provides fast, life-saving medical care across the city through a team of firefighter EMTs and paramedics. From basic emergency response and advanced life support to special event coverage via Medics on Bikes, our crews are trained, equipped, and ready to respond. We are committed to high-quality service, ongoing training, and patient privacy for every call we answer.

Field Operations

The Field Operations Bureau oversees the day-to-day operations of the Toledo Fire & Rescue Department. This includes managing emergency response staffing, maintaining department facilities and vehicles, and supporting firefighter safety through ongoing training and evaluation. The Bureau is committed to efficiency, safety, and continuous improvement across all operations.

Fire Shop and Maintenance

The Fire Shop and Maintenance Bureau focuses on enhancing the fleet, upgrading station facilities, completing the academy needs, and ensuring all equipment and vehicles met required safety and operational standards

Professional Standards

The Professional Standards Bureau investigates credible allegations of misconduct while protecting employee rights and ensuring confidentiality. All staff are expected to follow department policies, procedures, and the Code of Conduct.

Homeland Security and Special Operations

The Bureau of Homeland Security & Special Operations leads Toledo Fire & Rescue’s readiness for chemical, biological, radiological, and other large-scale or unconventional emergencies. Formed in 2002, the bureau oversees technical rescue operations, major event planning, federal and state grant management, and regional coordination to strengthen public safety.

The Support Services Bureau focused on improving operational efficiency and ensuring accurate and timely personnel processing.

Training

The Training Bureau ensures that every member of the Toledo Fire & Rescue Department—from new recruits to veteran firefighters—receives the knowledge, skills, and experience they need to serve safely and effectively. From day one through retirement, we provide ongoing training to meet department standards, state requirements, and evolving public safety needs.
