What exactly is a CBDO?
CBDOs are non-profit or for-profit organizations (not governmental entities) that carry out specific Community Development Block Grant (CDBG)-funded activities in the city’s designated Neighborhood Revitalization Strategy Areas (NRSAs). The city of Toledo’s designated NRSAs are located in the Old South End, Englewood, and Junction McClinton Nunn Choice neighborhoods. NRSAs can assist a broader range of households by leveraging private and other public funds and increasing flexibility in how CDBG resources are utilized. Workforce development, youth services, housing rehabilitation, and new housing construction are examples of such initiatives. A CBDO’s overall mission must be to enhance the physical, economic, and social environment of no more than one geographic area of operation, with an emphasis on the needs of low- and moderate-income individuals.
Why is the certification important?
A certified CBDO will provide crucial support to the City’s most distressed neighborhoods. New housing can be constructed and public services can be enhanced with the establishment of a CBDO in a designated NRSA.
Since public services encompass a wide range of activities, the limit on expenditures is capped at 15 percent of the annual CDBG grant. With a CBDO, the public services cap is not required, allowing for greater use of available funds. When provided in an NRSA, public services such as workforce development, health care, financial literacy, etc. are not subject to the public services cap.

Applicants MUST attend a workshop to pick up the CBDO application. All CBDO certification applications are due no later than Monday, October 16, 2023 at 4 p.m., at the following address:
