City Announces Last Chance to Register to Replace Lead Service Lines Cost-Free for Residents

Tuesday, November 14, 2023

Mayor Wade Kapszukiewicz and Ed Moore, Director of Public Utilities, announced the City's final push for Toledo residents to register for the replacement of customer-owned lead service lines during a press conference at the Zablocki Senior Center on November 14th. Members of The Junction Coalition and The Movement were also present to discuss their canvassing efforts in North and East Toledo over the next two months. The deadline for residents to register for no-cost service line replacement is by the end of 2023.

"This is the last chance for residents to identify and register for their lead line replacement," Mayor Wade Kapszukiewicz said. "I promised to use Toledo Recovery funds to pay for every lead line that's left in the city of Toledo. I aim to fulfill my promise, so register with a canvasser, call to make an appointment, or schedule an appointment online before the end of the year so that you will have your lead line replaced at no cost."

Overview of the Program:
The City is on track to eliminate around 3,000 customer-owned lead service lines and provide residents with lead-free water lines at no cost. Backed by Toledo Recovery Plan funding, the City is committed to replacing every customer-owned lead service line in Toledo by 2026 to ensure that Toledo's water infrastructure is free from lead, protecting the health of its residents.

Completion of Registration:
Registration for identifying customer-owned lead service lines concludes with canvassing in North and East Toledo at the end of December 2023. This marks a pivotal step towards securing the safety of Toledo's water distribution. Residents who identify lead lines at their residence after 2023 will be responsible for the cost of the replacement.

Long-Term Vision:
Toledo is committed to replacing all customer-owned lead service lines by the end of 2026, with the expenditure of $10 million from Toledo Recovery funds. This commitment is aligned with the residents' top requests during public meetings and surveys conducted as part of the Toledo Recovery Plan.

“This is a completely free benefit for the residents of Toledo," Ed Moore, Director of Public Utilities, said. "However, homeowners only have until the end of 2023 to take advantage of this service, which would typically cost $4,000 to $5,000. The City of Toledo will provide it to you free of charge. We only require access to your house to conduct the inspection.”

Residents can go to toledo.oh.gov\leadlines to register and to review a short video detailing the process of how to test your water line before the deadline at the end of 2023.
