City Announces Groundbreakings for The Grand Townhomes at Former Driggs Dairy Site and The Glen Workforce Housing Development at the Former Southland Shopping Plaza

The City of Toledo and community partners celebrated the groundbreaking of two new workforce housing developments, The Grand and The Glen. These projects are pivotal in addressing the city’s affordable housing shortage, revitalizing underutilized areas, and contributing to the ongoing development of the historic Englewood Neighborhood Revitalization Strategy Area (NRSA).

The Grand Townhomes at the Former Driggs Dairy Site
The Grand will provide much-needed workforce housing on the former Driggs Dairy site, helping revitalize the historic Englewood Neighborhood Revitalization Strategy Area (NRSA). The development will offer a mix of three- and four-bedroom townhomes, with rents starting just over $1,000 for three-bedroom units and staying below $1,300 for four-bedroom townhomes. The Grand will serve low-to-moderate-income families, with units priced for those earning 50% to 70% of the area median income (AMI). The design includes energy-efficient appliances and accessibility features to support aging in place.

“Today, we are celebrating the groundbreaking of The Grand and The Glen,” Mayor Kapszukiewicz said. “Together, these projects represent key steps in our efforts to provide much-needed affordable, safe, and quality housing to our residents. Both developments are integral to our strategy to expand housing options for families across Toledo, generating approximately $30 million in investment, creating over 250 construction jobs, and significantly increasing the city’s tax base.”

“The Grand Townhomes development reflects strategic use of Community Development Block Grant (CDBG) dollars to demolish blighted structures, clean up old industrial sites, and create new, safe, and quality housing for families through leveraged funding and developer partnerships,” Rosalyn Clemens, Director of Housing and Community Development, said.

Funding sources include federal and state Low Income Housing Tax Credit equity, American Rescue Plan Act (ARPA), Emergency Rental Assistance Round II, Home Investment Partnerships Program (HOME), and CDBG.

The Glen Workforce Housing Development at Southland Shopping Center
The Glen is a new affordable workforce housing development on a 3.66-acre site that was previously an underutilized parking lot owned by Southland Shopping Center. This project is a key step in addressing the city's affordable housing shortage and revitalizing the surrounding area.


The project will provide a mix of one- and two-bedroom apartments, along with three- and four-bedroom townhomes. Rents will start under $800 for one-bedroom units and remain below $1,000 for four-bedroom townhomes.

Like The Grand, The Glen is designed for low-to-moderate-income families, with units priced for those earning 50% to 70% AMI.Both The Grand and The Glen will feature on-site management, a fitness center, a playground, a community room with a computer/printer station, a pavilion, and a spacious first-floor community room for larger gatherings.

“The Glen reflects creative use of underutilized parking space in an aging shopping center to meet Toledo’s affordable housing needs. It is a best practice being implemented all over the country,” Clemens said.

“We applaud the owners of Southland Shopping Center and our development partners, Pivotal and Pathways, for undertaking this exciting project, which we hope will be a model for repurposing underutilized retail space to create affordable housing in our city.”
